You have two options to study in Germany after FSc.
First, learn the German language up to B1 level, take admission in Studienkolleg, pass it and apply for admission in a bachelor’s degree in any German university.
Second, study 2 or more semesters in Pakistani university, learn German langauge up to C1 level and apply for admission directly in a bachelor’s degree in any German university.
German universities offer medicine-related courses only in the German language. So, it will be necessary for you to learn the German language if you want to study medicine in Germany.
You don’t need the ministry of foreign affairs (MOFA) attestation. Get attested to your matric and inter certificates from the board of intermediate and secondary education and IBCC. If you have a bachelor’s degree then get it attested from HEC. That’s it.

Normally Rawalpindi board gives attested copies in a sealed envelope that you have to submit to IBCC for further attestation. In case you forget to submit this sealed envelope to IBCC then keep in mind that IBBC certifies only 3-months old attested copies.
If your sealed envelope from the Rawalpindi board is not old than 3-months then you can go to IBCC for further attestation. If you already finished 3-months then again get a new sealed envelope from the Rawalpindi board and attest your certificate from IBCC. It simply means that you have to do complete process once again.
